Moving Scenes?

It says I can rearange scenes by clicking on the left of the box. I click and drag but the scenes are not moving. Any suggestions on how to get it to work?

This I also would like to know! For instance when I want to add some dialog in between to blocks

I would also like to know if there is anyway to insert a scene in between two existing ones.
